Jesse has GOT to address Frankie's confession one way or the other. I hate that he's arresting Dre and Adam but Frankie appears to be getting off scott free. Just as we think Cassandra needs to be held accountable and not protected by Angie, the same goes for Frankie. And in this set of events, Frankie needs to be held accountable for his actions even more so because with Cassandra it started out as an accident (running over Richie) followed by an unwise decision (not going back). Frankie has no such excuse. He deliberately assaulted Fletcher and he needs to be held accountable.
